eris: break accidental dependency between alertmanager and wireguard
In its default configuration, alertmanager requires an RFC1918 IP address to be present on the machine in order to do automatic clustering. We don't use this feature, and it breaks alertmanager when wireguard is not configured on the machine. Disable it.
