Fix duplicate ToC entries for Top Consumers (#21021)
docs: Fix duplicate ToC entries for Top Consumers Change learn_rel_path from 'root' to 'Top Consumers' (self-referential) following the same pattern as 'AI & ML' category. This prevents Docusaurus from creating duplicate ToC entries.
