docs: don't limit plan details only to business (#22315)

* docs: add subscription requirement note to Creating and Tuning Alerts section * docs: Fixed all 'or higher' phrasing across docs. Replaced with explicit plan names: SSO now says 'Business plan' (Business-only feature), alerts-tab note now says 'Business or Enterprise On-Premise' (with Homelab excluded from Dynamic Configuration features), and netdata-oss-limitations overview now lists all paid tiers (Homelab, Business, Enterprise On-Premise) instead of implying a hierarchy. * docs: Added Homelab as a distinct column across all feature availability tables in netdata-oss-limitations.md (Overview now lists 4 access levels). SSO row uses 'See pricing' for Homelab instead of an unsupported ✗. RBAC marked ✓ for Homelab per role-based-access-model.md evidence. Dynamic Configuration uses 'See pricing' for Homelab given ambiguity (dynamic-configuration.md says 'paid subscription' which could include Homelab). Updated enterprise-sso-authentication.md prerequisite from 'Business plan' to 'Business or Enterprise On-Premise. See pricing for availability on other plans.'
