reset: suppress '--no-refresh' advice if logging is silenced
If using '--quiet' or 'reset.quiet=true', do not print the 'resetnoRefresh' advice string. For applications that rely on '--quiet' disabling all non-error logs, the advice message should be suppressed accordingly.
