Install rustfmt and clippy in CI

dtolnay/rust-toolchain installs a minimal profile, so pinning the toolchain to 1.94.0 left it without either component and the first fmt step failed with "cargo-fmt is not installed for the toolchain". The release workflow ran the same two commands and would have hit it too. Co-Authored-By: siGit Code <noreply@sigit.si>
