Pin libc to 0.2.189 for iOS/tvOS compatibility

libc 0.2.190 removed Apple-specific symbols (_dyld_image_count, mach_host_self, mach_task_self) from iOS/tvOS targets. The transitive dependency sysinfo 0.36.1 (via onde-mistralrs-core 0.9.3 and onde-mistralrs-quant 0.9.3) uses these symbols on Apple platforms, causing link failures on iOS/tvOS. sysinfo 0.36.1 requires libc ^0.2.173, so pinning to 0.2.189 (the last version with the symbols) satisfies the constraint and fixes the build. Remove this pin once onde-mistralrs-core loosens its sysinfo requirement to allow 0.38+, which has iOS/tvOS no-op stubs. Co-Authored-By: siGit Code v1.5.12-acp <noreply@sigit.si>
