Fix CI cache-bin for Swatinem/rust-cache and release Dart 1.0.1
- Set `cache-bin: false` for all Swatinem/rust-cache steps in CI to avoid caching target binaries, reducing cache size and avoiding stale builds. - Release Dart SDK 1.0.1: update pubspec, changelog, example, and README. Improves pub.dev metadata, updates API examples, and verifies compatibility.
