Call getSnapshotBeforeUpdate before mutation (#12468)

* Call getSnapshotBeforeUpdate in separate traversal, before mutation (aka revert db84b9a) and add unit test. * Added a new timer to ReactDebugFiberPerf for Snapshot effects
