Merge origin/development into feature/tui-thinking-blocks

Resolves the src/chat.rs conflicts (the /thinking toggle and the /tools collapse feature landed in the same spots) and updates the two permissions call sites in headless.rs to the three-argument API from PR #28, which PR #27 was written before. development itself does not compile without that fix since the two merged independently.
