chore: add sigit-factory config
Add .sigit config (factory, code-cloud-agent, code-review) matching the onde repo. The .agents/AGENTS.md canonical doc and root AGENTS.md/CLAUDE.md symlinks already match onde, so no change is needed there. Co-Authored-By: siGit Code v1.6.6-acp <noreply@sigit.si>
