Build the assurance image from the dispatched ref, not the tag
Dispatching release-assurance-image.yml with v1.7.5 failed: the tag predates packaging/assurance-runner/, so there was no Dockerfile to build. The tag only picks the sigit to bake in; the Dockerfile now comes from the dispatched ref, and :<sha> names that commit. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
