Build the linux-amd64 release on ubuntu-24.04
The assurance image's first PR build failed: the v1.7.6 sigit-linux-amd64 needs GLIBC_2.43 because ubuntu-latest moved past 24.04, and the image's base has 2.39. Pin the release runner (linux-arm64 is already on ubuntu-24.04-arm), and build the PR image with v1.7.5 until a release built on 24.04 exists. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
