Back-merge v1.6.9 into development

development is already a strict superset of v1.6.9 (the doubled-bar DSML fix, the release-workflow split, and the winget issue/PR separator were all carried onto the development branch ahead of 1.7.0). This merge reconciles the divergent version numbers and keeps both changelog sections so the unreleased 1.7.0 work and the 1.6.9 history are visible. Conflicts resolved in development's favor: - Cargo.toml / Cargo.lock: keep version = "1.7.0" (HEAD over main's 1.6.9 bump). - CHANGELOG.md: keep both "## 1.7.0" and "## 1.6.9" sections, 1.7.0 first (newest-first ordering).
