Merge development into main for the assurance runner image

Brings getsigit/sigit#279 to main, so release-assurance-image.yml can be dispatched. No version bump: the release workflows are unchanged apart from the linux-amd64 runner pin. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
