ci(winget): drop internal account mapping from public workflow comment
The token-split comment spelled out which GitHub account authors the issue vs. the PR in each repo. These are public repos; keep the comment to the role-based mechanics (WINGET_ISSUE_TOKEN / WINGET_PR_TOKEN) and drop the account names and cross-repo mapping.
