chore(tools): mark the one-shot command_output helper as test-only
`exec_command_output` has no production caller left: `execute_tool` dispatches `exec_command_output_wait`, which long-polls instead of spinning. Say so with a `#[cfg(test)]` gate rather than leaving the function looking live. Co-Authored-By: siGit Code v1.6.2-acp <noreply@sigit.si>
