Add onde-kkk to siGit Code Cloud tier
Adds the onde-kkk tier to CLOUD_TIERS so the model picker (TUI /models and the ACP config-options panel in Zed) offers "siGit Code Cloud · KKK", matching the existing tiers end-to-end since both surfaces build their option list generically from CLOUD_TIERS.
