chore: add .sigit factory, code-cloud-agent, and code-review configs
Bootstrap the standard .sigit/* agentic resource configs to match the canonical onde layout. The .agents/AGENTS.md doc and root symlinks were already in place. Co-Authored-By: siGit Code v1.6.6-acp <noreply@sigit.si>
