ci(release-github): restore concurrency block dropped during initial merge to main
The concurrency block was added to release-github.yml in 5f03e96 ("ci: add concurrency groups to CI and the release workflows") on the development branch, but the file was re-added to main in f624daf without the block, so main has been running release-github without serialization per tag. Bring main in line with the production-truth file on development so a second dispatch for the same tag waits instead of racing the first.
