Merge main into development to sync post-release mechanics

After v0.3.0 was cut on main, two release-mechanics files had drifted: - .agents/skills/ascapi-release/SKILL.md: main carried v1.1 (the production-truth runbook that documents release-crates.yml); development still had v1.0 from before that workflow existed. - .github/workflows/release-github.yml: development had the concurrency block (added in 5f03e96); main was missing it because the file was re-added at f624daf without the block. main has since been fixed in 4d82dda to match development. This sync pulls SKILL.md v1.1, the v0.3.0 version bump in Cargo.toml and server.json, the post-release Cargo.lock, and the concurrency fix into development so the next release branches from a tree that matches main.
