fix: set SMB_CI=true (not "1") so the CLI --ci bool env parses
The CLI's --ci flag binds env SMB_CI and parses it as a strict bool ([possible values: true, false]); "1" was rejected, failing the deploy step. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
